Scenario-based analysis in the context of the energy transition

Infrastructure project

The Stiftung Umweltenergierecht is investigating the legal framework for planning and financing energy infrastructures in a two-year project for the Federal Ministry for Economic Affairs and Energy. The scope of the project "Scenario-based Analysis of the Requirements for Infrastructures in the Context of the Energy Transition and Effects on Their Financing and Planning" is very broad. In addition to the electricity sector, the project also looks at electromobility, the gas and heat sectors, hydropower, CCS and refineries. All of these infrastructures are facing great challenges through the transformation process of the energy transition. On the one hand, many of the infrastructures are characterized by long planning and realization periods and are also designed for a very long operating period. On the other hand, some developments - particularly those affecting energy supply and demand - are difficult to predict. In this way, very different requirements can be created in the future on the individual infrastructures of the energy systems. Together with a large consortium of research institutions, procedures and mechanisms for demand planning are being developed, and needs for action and reform options for financing the infrastructures are being assessed.
