Scenario-based analysis in the context of the energy transition

Infrastructure project

The Stiftung Umweltenergierecht (Foundation for Environmental Energy Law) is investigating the legal framework for the planning and financing of energy infrastructures in a two-year project for the Federal Ministry of Economics. The scope of the project "Scenario-based analysis of the requirements for infrastructures in the context of the energy transition and effects on their financing and planning" is very broad. In addition to the electricity sector, the project is also looking at electromobility, the gas and heat sectors, hydrogen, CCS and refineries. All of these infrastructures are facing major challenges as a result of the transformation process of the energy transition. On the one hand, many of the infrastructures are characterised by long planning and realisation periods and are also designed for a very long operating life. On the other hand, some developments are hardly foreseeable, especially with regard to energy demand and energy supply. This may result in very different requirements for the individual infrastructures of the energy system in the future. Together with a large consortium of research institutions, the future demands on the respective infrastructures are therefore being investigated, procedures and mechanisms for demand planning are being developed, and the need for action and reform options in the financing of the infrastructures are being evaluated.
